MANILA - The Philippine National Police Supervisory Office for Security and Investigation Agencies (PNP-SOSIA) has asked Resorts World Manila's security agencies to submit an initial report on the attack at the entertainment and gaming complex before dawn Friday, which left 36 dead, including the gunman.
Chief Superintendent Jose Mario Espino, the PNP-SOSIA chief, said the report should be submitted within 24 hours, which would in turn be used in their own investigation.
Espino also said his office would summon next week Resorts World Manila management and security guards on-duty at the time of the incident as part of the ongoing police investigation.
“Next week, we will summon the management and the security guards that will be reported [to have been] on duty on the time of the incident on how come this lone gunman was able to enter the establishment armed with a rifle,” Espino said, whose office oversees private security agencies.
According to PNP-SOSIA, there are at least three security providers for Resorts World Manila, including the NC Lanting Security Specialist Agency.
“There are several security providers doon eh, hindi lang isa. We will find it out during the investigation. Iba yung sa perimiter, iba sa internal guard, iba sa parking. It's not exclusively one agency,” Espino said.
PNP-SOSIA will look into possible negligence and security lapses by the security personnel, which enabled the lone gunman to enter the premises with a high-powered firearm.
Based on initial findings, Espino said he already noticed security lapses after the suspect was able to enter the establishment fully-armed.
“We have been very strict doon sa checking ng bags ng clients nila, at the same time 'yung security measures, target hardening, that is why how come na 'yung tao was able to enter na may baril,” Espino said.
One security guard was reportedly injured and accidentally shot himself.
Espino also observed the poor evacuation plan at the casino complex.
“In the evacuation plan, crisis management, we are 100 percent sure each establishment has its own, and these are being disseminated kung sino 'yung security service provider nila on how they will conduct this kind of crisis management. Sa SOSIA, we will look into that, yung lapses in the implementation of the security measures,” Espino said.
According to PNP’s Directorate for Operations Chief, Police Director Camilo Cascolan, the Resorts World incident will serve as basis for the reevaluation of the standard operating procedure under security management plans of establishments.
“The Resorts World incident will be a basis for the reevaluation and reconvening of the [security] groups. The incident will be evaluated and this will be the basis of the enhancement of the security guard measures,” Cascolan said.
“Kasama sa kanilang program of instruction ‘yan in their pre-licensing and yearly refresher training course, that’s why we will review what happened doon sa Resorts World, what lapses that the security service provider committed based on the security management plan that was handed to them by the management and also by the PNP,” Espino added.
Should investigation prove there was negligence on the part of Resorts World security providers, they may face administrative sanctions and will be fined P50,000 or have their license cancelled, along with the licenses of their security guards.
PNP-SOSIA has been issuing security advisories not only for places of convergence but establishments like casinos and resorts.
“Mga incidents like this, sabi niyo nga, nabigla 'yung ating security personnel doon na supposedly their security measures have been in place. We will investigate and see to it that all security measures being implemented by the private security agencies are at par doon sa mga different situations,” Espino said.
“This also the time for the security agencies to reevaluate their security guards, their personnel and also their resources para at least mas maganda 'yung kanilang response ng kada isang security guard, individual or a team to any kind of crises,” Cascolan added.
